Sure looks like it to me! That thick black wedge going below the eye is the identifier. One of the more experienced birders can confirm.

Cool pictures! Given the angle and the exposed fieldmarks, Wetlander pointed out the key fieldmark! There are some pictures and description of falcons on the website that might be helpful.
