One other thought that came to mind that photographer and birder alike needs to consider. If there's problems when a bird is reported what's going to happen is less and less people are going to share because of it. I think, in light of this fact, that it's easier to behave responsibly and have a chance to at least photograph/see the bird than to act poorly and miss out on many future opportunities.
