Through the window of the geography lab at UCFV, which faces northeast toward Sumas Mountain, I saw a northern harrier and a red-tailed hawk circling in close proximity to each other. As far as I know it was a harrier - only hawk I know with that very prominent white mark on its rump, but correct me if I'm wrong...

Daniel, you're bang on.
Only other raptors to consider that have white in the same area is juvenile golden eagles and light phase rough-legged hawks, but in each case here, the white is at the base of the tail and not on the rump.
