Looks like a young Bullock's Oriole to me.

I have to add the bird was mating ...would this make a difference with your thought on a Bullocks Oriole ??

If it was mating then it is an adult female.....I thought the colors looked a bit intense to be a young one, but the fact it was so fluffed up I went with young rather than adult. The wings and tail looked a bit short too but I guess that is due to the hunched appearance. It doesn't look terribly happy. The coloration between adult females and juvenile females is similiar. It is definitely a Bullock's Oriole.

I wonder if it is an adult female but had recently lost her tail and is growing a new one? That might explain the short tail.
