Yes, hard to be sure.
My initial impression is that it could be a Northern Harrier based on the length and shape of the wing (long and rectangular)
But it could be a Cooper's hawk too. ¯\_(ツ)_/¯

Harrier was also my guess based on coloration and wing/tail shape
