Could be a juvenile Brown-headed Cowbird.

Thank you graeme45 for the ID. We saw a male Western Tanager feeding this bird so you confirmed our suspicions. We have a pair of Western Tanagers living in our back woods. We did not see any juvenile Western Tanagers this year. We believe this juvenile Brown-headed cowbird, pushed the Western Tanager eggs or young out of the nest. We did not see any cowbirds this year but they must have laid their egg(s) in the Tanager nest and left.
