Larry, John V, and I went looking for a few rarities in Pitt Meadows, this morning. Although we dipped on most of them, we did find a GWTE of the Eurasian subspecies along Kennedy Road . (Eurasian) Green-winged teal by Joel Schmidt, on Flickr

Great photo of the Teal. I grew up in Pitt Meadows in the 1950 and 1960s and Teal were common and were hunted. I am not sure if your sighting is the same species as I saw then, but it looks similar. During hunting season, I would walk the fields (no gun) with my dog and he would catch the ducks and geese that were wounded too badly to fly away but had escaped the hunters. I killed them quickly and brought them home to cook and eat. It was sad to see how many ducks and geese were wounded by the hunters and had to die a slow agonizing death.
