Hey Joel, that has the signs of a usual adult dark or intermediate morph red-tailed, not a Harlan’s. The bright red tail, the warm brown hues, and the buffy wing marks wouldn’t be seen on a Harlan’s. Harlan’s are dark brown and white, but the brown lacks any warm colour, almost a black/very dark gray brown.
We have lots of dark morphs in Creston (maybe 1/3 of our winter hawks), which has taken some getting used to.

Saw this bird yesterday at Chilliwack Central and Annis. Looks similar to the one you saw in November, but we couldn't see the tail, so I was waffling on the ID. (Photo taken by a friend)
