That's definitely a Rough-legged Hawk. Nice shot! I've yet to see one this year.
A Gyrfalcon would be a bit bigger and stockier with a longer tail. An adult bird would be gray overall with a yellow skin around the eye, while a juvenile bird would be brown overall with blueish-gray skin around the eye. Both adults and juveniles have a weak "moustache" stripe on their faces.
