It's only been in the last year or so that I've noticed short-eared siteings in the Valley myself. Amen on the bluebirds!

Watchman, Short-eared Owls are uncommon but recorded annually throughout the winter. I believe they used to breed in our area (to mid 1900's?) but now seem to find it difficult to find feeding habitat never mind a place to nest (which would be on the ground for those who were not aware of that interesting fact).
Areas such as at Prest Rd and the highway are some of the few good places with the 'old field' qualities that Short-eared Owls, Rough-legged Hawks and Northern Harriers (among others) rely on. Not surprisingly, those three species are not as common as they were even 10 years ago in my opinion.
