I posted a photo on a Facebook group, perhaps that's where the info is coming from? I needed help ID'ing and a few of the members suggested it was an immature Prairie Falcon. I'd like to post my photo here but I don't know how. I spotted it Feb 8 on the Sumas Prairie. Jean Bergen

Sorry if I'm confusing things, I had more help with ID'ing and Gyrfalcon seems to be the consensus. I don't have a flickr account but I did get a sweet shot. Image27 by Gord G, on Flickr

Hi, Jean. There is a young Gyrfalcon being seen in Sumas Prairie and that could be what you've seen. If you want to email me your photo I can upload it for you if you don't have a Flickr account.
