If I'm not a mistaken, this is a leucistic juvenile Bald Eagle.

My wife and I were driving north on Wells Line and saw a few eagles to the right and found a very strange looking bird which was exactly like the leucistic 1st year Bald Eagle that I found on your (post/thread?) discussing albino birds. I forget the exact cross/street but before the Dyke, maybe Marion.
